Cannot register new members...

Lately the board has had some problems with a few members not being able to acess the board.  It does not do a full load.

And just within the last couple weeks, It has started having an error with regestration :

Fatal error: Cannot redeclare generatevalidationcode() (previously declared in /home/content/t/a/r/tarmer/html/Final_Whistle/Sources/Subs-Members.php:1100) in /home/content/t/a/r/tarmer/html/Final_Whistle/Sources/Subs-Members.php on line 1111

Not sure what happened but now new memebers cannot register

Tarmer, you need to ask this at SMF as we only support TinyPortal and the themes that are designed and hosted here.
