I was coming to www.tinyportal.co.uk like always and received a message which directed me to this page http://208.116.3.214/

I saw TinyPortal had switched servers but what I would like to know is what is this in english

what is http://208.116.3.214/ like in http://tinyportal.co.uk/

This is most likely a question for Bloc to answer but I will let any1 answer that knows!

http://208.116.3.214 is the new server IP address. Some changes need made to make http://www.tinyportal.co.uk point to it.

ah ok so http://208.116.3.214 will end up becoming www.tinyportal.co.uk until it is complete ???

Essentially yes...www.tinyportal.co.uk is a people friendly address for the less people friendly http://208.116.3.214. As gerrymo indicated, once some changes are complete, tinyportal.co.uk will resolve to the ip 208.116.3.214

I already know about ips and web addresses my question was just when & what it will be and gerrymo and PhilH answered my questions!
