[TP 1.0 Beta 5-1 SMF RC3] edit button on front page block

I just longed into my site as a member and noticed that the Edit block button is showing for the front panel blocks. Other blocks are fine.

the button is visable but it shouldn't be for other than admin as no one else has the permissions to edit the block.

button acts as it should when clicked (IE: they can't edit the block. it comes up with you can't edit this block etc...)

strange .. I have to test accounts both same access lvls.. One account can see the block .. the other can't .. where do i look for this fix

I can't see any differences between account settings between the 2
