International support

I have added international support boards that can be used for local support. Initially German,french, dutch, turkish and scandinavian is added, but more will come if needed.

I think this is a lately taken but a true step to expand the smf's development in international platform. :coolsmiley: I thank you for myself and all Turkish web designers, programmers etc.

add a chinese language support please. i'm going to use tiny portal in chinese
