Need a little coding help please

I am trying to make a welcome page for the outside of my site. At present, I have a straight forward html page, but it could be better. I used the code below on an SMF site a while back, and it was perfect. However, on an SMF/TP site it throw up all kinds of errors. What I'm looking for is the header and buttons (always kept collapsed, with no user info, stats, or news). And the footer, with the space between for my html. Anyone know what I'm doing wrong? (SMF RC1, TP 0.75, Mercury Theme [but would like to be able to easily alter the theme to suit my ever changing moods]).
