Can I put it on a .php page then in the block do include_once ("name.php");. I'm really desperate to get this on my site.

Well you certainly could, but what is going to parse the feed if you just do an include?

No. I have PHP code that gets the information I need from the feed it will disaplay a php page with the information. When I do the include function it comes up with error

It displays a blank box you just see the header no message or anything.
