see what was missing..  I install using SMF.. this is TinyPortal v0.9.8 I download from this site..

The index.template.php was probably changed slightly by other mods - or yourself. You can safely finish it, but default theme will lack the panels for TP.

If you use a TP theme as well, just switch to that and you are fine.
