I have been reading over various topics, but not sure if any apply to this so I apologize if this has already been asked.

I want to make a rescource area (hopefully block) where people can download business forms.  Is there a way to do this?

you could put a link to them in the block, or use the download manager

Oh sorry, I didn't think the download or link manager usable yet.  Thank you I will try to figure it out from here.

The link manager isn't usable yet. But you can make a link in a block.
