I did search and the two other posts didnt answer my question - they gave solutions that didn't fix my problem.

There isn't really an error - it's just that in the Admin page, on the left hand side, the Tiny Portal block doesn't have anything listed in it. I assume thats where the blocks to edit and other TP options should be showing up.
as shadow queen was saying most more than likely its your language files. You either have to have your forum language set to english not english utf or download the english utf files for tp from the link she provided above
