Okay, here's the story - I have a forum site which I want people to be able to submit articles through, but currently every other special feature on the forum requires the users to have cumulated enough Karma to upload to them. I'm using a mod which makes secondary permission groups use Karma instead of post count. When using TinyPortal, the permissions are only based on primary permission groups (regular users, admins, global mods), how difficult would it be for somebody to knock up a module to enable the secondary permission groups in here too? I just want people to have a certain amount of karma to be able to write articles.

Very difficult. Your talking about rewriting the permissions system of TP to do something completely different. You'd probably achieve something easier by doing a mod to check a persons karma level, then to add them to a certain group that is allowed to submit articles.
