Currently using SMF 1.1 RC3 and  TP 0.9.6
Would like to move up to SMF 2.0.18  and  TP 2.0.16
and retain all the MYSQ/CPanel databases if possible.
Is this possible and if so what is the best path forward.

Yes it's possible. Start by upgrading SMF to 2.0.18, then reinstall TinyPortal. The SMF upgrade won't overwrite any TP data, so when you install the new version of TP it should detect the existing data and upgrade it as needed.

What I would recommend is before doing any upgrading you turn all your TinyPortal blocks off.  Reason being the coding changed for SMF 2.0 1 and uses smcFunc... which wasn't present in 1.1

Some of your blocks, will probably need recreating so they use the new code, and maybe some of your custom blocks will also need updating to use smcFunc...

I would turn them all off and then after you've upgraded check each one to make sure it works correctly before proceeding to the next.
