The title says it all.
First, under "Edit Block" for the Shoutbox, I have selected "Toggle All" for the member groups that can see the block (this includes the guests for now while trying to get it to work - I will disable guests later)
Since those toggles don't seem to work, I have tried editing the function "template_tpshout_shoutblock" - specifically the part for "tp_can_shout" in the TPShout.Template.php file, but every time I try to change the way it figures to echo anything, I break the code. So for now, the file is just like it comes with the 1.2 package. No change.
I will try to be on this topic like white on rice. If you need more info or for me to try something, let me know.

Have you set your permissions?
Check here: Admin>Permissions>Regular Members>Tiny Portal>Can Post Shouts

BTW, tried TinyPortal, Simple Portal, EzPortal, and a few others - hands down, I like this the best.
