No, it's ok Brynn, I'm not typing all that out again. lol..

The language options is exactly what it says - by ticking any of the languages, the block will search for if languages are used on each sessin. Don't use them if you do not have multiple languages on your site.

It was meant as a means to create blocks that only appear when the language was changed from the default.(default being whatever main language the forum has)

Unless code related to it was changed, it should work as expected.

i tried to test this out and i could not get it to work when switching languages for the block and per user.

i changed one block to show for spanish_es and it still showed for english. then i used ?language=spanish_es in the url to switch my other user to that language and all blocks including that one still showed.

I DO have multiple languages on my site.  12 including English, which is the default.

It did work in version 1.0 because one TP team member kept reminding me of bugs with it lol. ;)

Thanks bloc, that's something to compare I guess, any clues what files we need to check?  It would be nice to fix this before the next update if possible.

I would assume the checking of what language is currently set in SMF may have changed so TP doesn't pick it up correctly. That or the TP code that does the checking have changed.
