If you can't even upload files to your site via FTP, this sounds like a permissions issue with your host.  I would suggest that you speak with your host and ask them why you can't upload files to your site.  Unfortunately, I'm afraid that this is something that we can not help you with.

Goto the root of your forum, delete the folder tp-files than upload a fresh folder and contents. This worked for me.

If i want uninstall, or update TP... is possible that i have problems?

you should be able to still uninstall from the package manager just fine
