If you have created your block, but it not showing, then you probably need to activate it. All blocks have a on/off switch for activating and deactivating.
The on/off switch looks like this:
"Status On/Off"

To activate/deactivate a block, go to "TinyPortal > Panels & Blocks > All Blocks". Search for your block under the panel listing and change the "Status"
Also; check to see that the Panel that contains your block is turned on.
