Blocks are the boxes of information you see on the left panel in this board. They can be of many different types (http://www.tinyportal.net/smf/index.php?topic=6308.0), and you create and edit them by going into
admin / TinyPortal / Blocks & Shoutbox screen.
The first screen you will see is the overview of all the blocks. Here you can quickly see what blocks you have, if they are on/off, which panel they belong to, position, title and type of block. You will also have set of icons that will let you either move the block to another panel, delete it or go to edit screen (https://www.tinyportal.net/docs/index.php?topic=110.0).

Some background coloring is also shown for those that are "off", and also for those that only show in certain sections - also called "dynamic blocks". The blocks that show as normal is called "static blocks".[TP v0.9] If you have given any membergroup a permission to edit a particular block, a little symbol is shown to the left of the title. Panels are the collection of blocks that will show up according to their definition. A "center panel" means it will show just above the forum main area, but underneath any user-area of the theme. "front panel" is a special panel that is only used when you select the frontpage option of "showing frontblocks". It works just the same as the other panels, but will only show on the frontpage.
Here you can set the blocktype too, and there are links that will let you either move the block to another panel, delete it or edit a single one (https://www.tinyportal.net/index.php?topic=6307).
