First, glad to be back.  Stepped away from web stuff for a few years, got the itch and I'm back.

Link to my site: http://www.historyseekers.net
SMF version: 2.0.7
TP version: 1.2
Default Forum Language: English
Theme name and version: AlphaCentauri
Browser Name and Version: Tried Chrome 58.0.3029.110 as well as IE 11
Mods installed: Only TP
Related Error messages: No real error

My 1st question revolves around the attached image, weird spacing occuring.

My second question is can I make one of the panels default to "hidden" when someone is on a mobile device?

Try TP Admin > Front page,

Scroll down to layout types, and select,  Picture + Article 2

Save.

Or if you want to keep the original styles with the header,

Look in /Themes/alphacentauri203/css/index.css?fin20

On line 419 you should see

Find
.titlebg, .titlebg2, .catbg, .catbg2 {
clear: both;
overflow: hidden;
}

Replace with
.titlebg, .titlebg2, .catbg, .catbg2 {
overflow: hidden;
}

insanemustang I forgot to mention.  Your site is running SMF 2.0.7 which to be honest is seven versions behind, and does have a few security issues.  You really need to get that upgraded

Woah... didn't even notice.  I had downloaded the new package at SMF at update, after I did a 1-click install from my host.  Guess I forgot to do it.  Thanks for that heads up.
